Member Spotlight: Kemi Shokunbi

Kemi Shokunbi’s journey is one that spans continents, career paths, and diverse cultural experiences. Her passion for Human Resources blossomed through various roles across the globe, where she gained a deep appreciation for different cultures and perspectives. Having lived in dynamic cities like Houston and the peaceful town of Ithaca, Kemi’s career has been shaped by her ability to transition from Guest Service Operations to her current leadership role in Human Resources and Civil Service Management.

Kemi currently serves as the Director of Human Resources and Civil Service for the City of Ithaca, New York, where she also supports the Civil Service Commission. She was appointed to this position in April 2024, and in this capacity, she ensures the smooth operation of civil service functions while staying true to the principles of merit-based employment.

Her involvement extends beyond her formal role, as she is an active member of various professional and community organizations. In New York, Kemi is part of the ALANA Collective, affiliated with the Diversity Consortium of Tompkins County, and serves as the College Relations Director for the SHRM-TC, certified under HRCI. She is also connected to national organizations such as the National Public Employer Labor Relations Association (NPELRA) and engages in community service through affiliations with the Abundant Life Community Development Center, the Wilmington chapter of the Metropolitan Urban League Young Professionals, and Stephens Ministry’s Homeless Breakfast group.

Since her appointment, Kemi has already made strides in updating job announcement postings and continues to innovate by exploring new procedures and requirements. She is dedicated to upholding the merit principles in her daily work, ensuring that civil service processes are fair, transparent, and efficient.

One of the most valuable skills Kemi has gained through her work is a comprehensive understanding of civil service processes in various states and how these interact with New York State’s regulations. Her expertise in Human Resources allows her to advocate for adding value through the budget process, highlighting the importance of HR in civil service operations.

When asked what advice she would give to someone new to their organization and civil service, Kemi emphasized the importance of patience, networking, and understanding the rules: “Trust in Captain time,” she says. “Know your rules, know the state rules, and network amongst peers.” She credits the NYSAPCSO as a crucial connection in her own journey and advises others to rely on their MSD partners.

Outside of work, Kemi enjoys traveling, cooking, and reading. She believes that travel, though expensive, offers priceless insights into different cultures and customs, while literature provides a similarly enriching experience at a much lower cost.

Looking ahead, if Kemi could implement any change to the civil service system, she would decentralize the exam and scoring process. She envisions a future where each agency oversees the testing and scoring for civil service exams, allowing for automated forms and procedures and transforming MSD into a fully functional HRIS platform. Her vision also includes the digitization of Record of Personnel Changes (RPCs), moving the system further into the digital age.
