Member Spotlight: Lori Gruebel

Lori Gruebel’s journey in Human Resources and Labor Relations spans over two decades and is fueled by her genuine passion for people. After earning her undergraduate degree in Human Development and Business from Syracuse University, Lori began her career at Verizon, where she managed operations, business offices, human resources, and labor relations for thousands of clients and executives. Her commitment to professional growth led her to complete Cornell University’s ILR executive program in Labor Relations.

Seeking to balance her career with her personal life as a mother, Lori transitioned to the public sector in 2017. She initially accepted a Deputy Personnel role for Rockland County but was quickly promoted to Commissioner of Personnel, Human Resources, and Labor Relations. In this position, she oversees Civil Service administration, recruitment, employee relations, and labor negotiations, covering approximately 10,000 employees across various public sectors, including law enforcement, schools, and libraries.

Lori’s leadership extends beyond administration. She and her team have developed innovative programs, including leadership and process improvement training, to enhance employee growth and retention. They’ve also successfully negotiated multiple collective bargaining agreements that are both fiscally and operationally responsible.

Lori is deeply connected to her community, collaborating with local organizations to support job placement and serving on the board of Mental Health, where she advises on human resources matters. She finds great pride in her work, especially in building an organization that serves both employees and residents of Rockland County.

Her advice to newcomers in civil service? “Partner with a mentor early in your career. There are many seasoned professionals across the state who are invaluable resources in navigating Civil Service, Human Resources, and Labor Relations.”

When asked about changes she would implement in the civil service system, Lori envisions modernized hiring processes. She advocates for considering resumes or applications as exam alternatives and supports online, pass/fail exams with immediate results to streamline recruitment and hiring.

Outside of work, Lori enjoys staying active through Orangetheory Fitness and hot yoga. She is also an engaged parent, dedicating time to her daughter’s school activities, martial arts program, and swim team.
