Member Spotlight: Robin Lynch

Robin Lynch’s career has been defined by adaptability, dedication, and a commitment to excellence. After earning her degree from Berkeley College and obtaining her Paralegal Certification from Adelphi University, Robin spent nearly 20 years in the private legal sector, working her way up from Legal Assistant to Senior Paralegal. Her leadership in legal staff recruitment and transaction management prepared her for a diverse and impactful career in public service.

In 2009, Robin joined the City of Long Beach as Secretary to the Zoning Board of Appeals. By 2010, she was appointed Secretary to the Civil Service Commission, a role that proved pivotal for the city’s governance. “At that time, the Civil Service Commission was under state audit and investigation. My legal background helped us address and resolve 27 incidents of non-compliance, earning praise from the State Commission,” Robin recalls.

Today, Robin continues to wear multiple hats in Long Beach. In addition to her role with the Civil Service Commission, she serves as Secretary to the Zoning Board of Appeals, Equal Employment Opportunity/Workplace Violence Officer, and Human Resources Director. Starting in 2025, she will also take on responsibilities as Secretary to the newly formed Planning Board. Her ability to balance these roles across varying administrations has made her a cornerstone of Long Beach’s government.

Robin’s commitment to service extends beyond her office. She serves on the Board of Directors of the Long Beach Waterfront Warriors, an organization supporting wounded service members and their families. “Every summer, we host over 20 families, giving them a week of rest and relaxation on our beautiful beaches,” she shares. Robin also directs the group’s annual 5K race.

In addition, she is an active member of the Executive Committee of the New York State Association of Personnel and Civil Service Officers (NYSAPCSO), where she collaborates with other professionals to improve civil service operations statewide.

With years of experience navigating Long Beach’s changing administrations, Robin emphasizes the importance of communication. “I make it a point to meet with new administrations, discuss their goals, and ensure compliance with Civil Service. A conversation goes a long way in building trust and understanding,” she says.

For newcomers to civil service, her advice is simple: “Never stop learning and always rely on NYSAPCSO. The network of professionals is an invaluable resource.”

If Robin could make one significant change to the civil service system, it would be modernizing the exam process. “The biggest complaint I hear is that the questions are ‘archaic.’ We need exams and systems that reflect today’s society and workplace demands,” she asserts.

Robin’s energy and enthusiasm carry over to her personal life. As an avid runner, she has completed seven marathons, including two Boston Qualifiers. A lifelong beach lover, Robin enjoys spending summer days and the “Local Summer” season by the shore. Now an empty nester, she and her husband are adjusting to life with their twin daughters away at college.

Robin Lynch’s journey from private sector paralegal to public service leader exemplifies her ability to tackle challenges head-on while making a lasting impact on her community. Her dedication, insight, and collaborative spirit serve as an inspiration to colleagues and citizens alike.
