Member Spotlight: Michelle Mills

Michelle Mills is a dedicated professional who has spent an incredible 45 years serving the City of Newburgh, including 35 years as its Civil Service Administrator. Her impressive career and passion for helping others have left a lasting impact on both her community and the civil service system.

Born and raised in Newburgh, Michelle grew up in a traditional first-generation Italian American family. After attending Newburgh schools, she earned her Bachelor’s degree in Economics from SUNY New Paltz. Her roots in the community and her dedication to public service have defined her professional journey.

Michelle has spent her entire career with the City of Newburgh, working alongside numerous dedicated and supportive commissioners. Over the years, she has gained immense satisfaction from helping countless individuals navigate the complexities of the civil service system. “I find it very rewarding to have been part of so many positive outcomes,” she shares.

In addition to her work in Newburgh, Michelle serves on the Executive Committee of the New York State Association of Personnel and Civil Service Officers, where she contributes her expertise to improve civil service systems across the state.

Throughout her career, Michelle has developed invaluable insights. Even after decades of service, she finds opportunities to learn something new every day. For those just starting in civil service, she offers this advice: “Network as much as possible with other agencies. There is usually more than one solution to every problem—keep an open mind.”

Michelle hopes for a more user-friendly and streamlined civil service system in the future. “From application to appointment,” she explains, “the process should be easier to navigate for everyone involved.”

Outside of her professional life, Michelle enjoys spending time with her grandchildren, gardening, listening to music, and exploring thrift stores. These hobbies provide balance and joy, complementing her commitment to public service.

Michelle’s career is a testament to the power of dedication, community connection, and a lifelong commitment to learning. Her story inspires those in civil service and beyond, reminding us of the profound impact one person can have through a career of service.
