With 20 years of dedicated service to Jefferson County, Valerie Nugent has made a significant impact in the field of human resources and labor relations. Her journey with public service is a testament to the value of mentorship, strategic thinking, and a passion for collaborative leadership.
Valerie hails from Central Square, NY, and earned her bachelor’s degree in Labor Relations from LeMoyne College. Before joining the public sector, she spent 10 years at Carrier Corporation in the private sector, where she developed a strong foundation in labor relations. In 2004, she transitioned to Jefferson County Human Resources, where she found an invaluable mentor who guided her through the complexities of civil service and labor relations.
After four years, Valerie rose to the position of Director of Human Resources, a role she has held for the past 16 years. Her approach to labor relations, characterized by strategic thinking and common sense solutions, has been instrumental in resolving grievances and negotiating labor agreements. She credits much of her success to fostering a collaborative environment where differing perspectives are welcomed.
“I learn so much from my staff and they keep me straight on the daily,” Valerie shares. “I’m not intimidated by smart people—I believe we can all learn from each other, and it makes us look good as an organization.”
When asked about changes she would like to see in the civil service system, Valerie advocates for a universal roster card and test administration software system, which could streamline processes across agencies.
Outside of work, Valerie enjoys trap shooting, reading, and seeking out the nearest beach whenever possible. While not currently involved in community organizations, her dedication to public service speaks volumes about her commitment to making a difference.
