The Final Adopted Public Safety Answering Point (PSAP) Minimum Standards have officially taken effect as of February 26, 2025 for all Public Safety Telecommunicators. These standards, outlined in Title 21, Chapter LX, Part 5200 of the Official Compilation of Codes, Rules & Regulations of the State of New York, introduce critical updates to the staffing, operation, and qualifications for PSAPs across the state.
Key Changes
The newly adopted standards implement several significant modifications designed to enhance the efficiency, reliability, and professionalism of emergency communications. Notable changes include:
1. Stricter Personnel Qualifications
To ensure the highest level of competency among Public Safety Telecommunicators, the updated standards mandate:
• Comprehensive background checks for all personnel.
• Medical examinations, including mandatory hearing tests, to confirm physical fitness for the role.
• Psychological assessments to assess mental preparedness and resilience in handling high-pressure emergency situations.
2. Enhanced Dispatch Protocols
The revised standards introduce improved direct dispatch procedures, aimed at:
• Reducing response times by streamlining call processing.
• Ensuring more effective coordination between Public Safety Telecommunicators and emergency service providers.
• Enhancing situational awareness for first responders by optimizing data-sharing protocols.
3. Expanded Training and Certification Requirements
To maintain a consistently high level of service, all Public Safety Telecommunicators must now:
• Complete additional training on emergency response protocols.
• Obtain and maintain state-approved certifications.
• Participate in ongoing professional development to stay current with evolving technologies and best practices.
Next Steps for Compliance
All PSAP administrators and personnel are strongly encouraged to review the updated standards in detail to ensure full compliance. These changes will have a direct impact on operational procedures and staffing requirements.
Additionally, we urge members to share these new requirements with their Sheriff and/or Emergency Services Communications supervising authority to facilitate a smooth transition and ensure all emergency communication centers meet the revised guidelines.
