With over three decades of unwavering commitment to public service, Scot Chamberlain has become a respected leader in the Capital Region and beyond. Currently, Scot serves as the Personnel Officer, Human Resources Director, and Workers’ Compensation Administrator for Saratoga County, where he oversees a wide range of HR and workforce initiatives. His passion for public sector management and his depth of experience make him a trusted resource for both his county and the broader community.
Beyond his official titles, Scot actively contributes to regional and state-wide efforts to strengthen the workforce. He is a member of the Saratoga-Warren-Washington County Workforce Development Board and plays an integral role with the New York State Public Employer Labor Relations Association (NYSPELRA). His leadership has helped shape policy and practice in labor relations and HR strategy throughout New York State.
Scot’s public service journey has taken him through several key leadership roles, including impactful positions with the NYS Department of Correctional Services, Office of Mental Health, and the NYS Teachers Retirement System. His peers recognized his expertise and dedication when he was appointed Chair of the NYS Personnel Council. Additionally, Scot has shared his knowledge with the next generation of public service professionals as an adjunct professor, teaching Criminal Justice, Labor Studies, and Public Administration courses at Hudson Valley Community College and SUNY Empire State College.
Throughout his career, Scot has cultivated essential skills in mediation, change management, strategic planning, and leadership development. He is quick to credit the mentors and colleagues who have helped him along the way and fondly recalls the Public Management Internship program through NYS Civil Service as the foundation that sparked his passion for government work.
When advising newcomers to the field, Scot’s message is one of optimism and resilience: “Always look for the good, stay positive and grateful, and develop a strong support system.”
Looking ahead, he is dedicated to supporting initiatives like the NY Hiring for Emergency Limited Placement Statewide (HELPS) program, which aims to increase flexibility in recruitment practices. He is also a champion for exploring creative solutions, such as traineeships, to help attract and retain young talent in civil service roles.
Outside the office, Scot finds joy in performing music, staying active, and spending quality time with family and friends.
