Saratoga Springs, NY — June 2, 2025 — In a heartwarming and well-deserved celebration, the New York State Association of Personnel and Civil Service Officers (NYSAPCSO) proudly presented the 2025 Merit & Fitness Award—the Association’s highest honor—to Nicole Yaggle of Montgomery County.
This prestigious award, given annually, recognizes a civil service administrator or public official whose exemplary service strengthens the foundation of New York’s merit system and who demonstrates unwavering dedication to the mission and values of NYSAPCSO. The award honors both professional excellence and deep personal commitment to public service, as outlined in Article V, Section 6 of the New York State Constitution.
In front of a packed room of colleagues, friends, and family, Yaggle was surprised with the announcement—no easy feat, according to colleagues, given her well-known knack for sensing when something is up.
“Nicole doesn’t just do the job—she lives it,” said Kerry Brennan, NYSAPCSO President. “From civil service law to payroll intricacies, to the dreaded ‘can-you-just’ questions we all love to avoid—she handles it all, with poise, clarity, and just enough sarcasm to remind us she’s human.”
Yaggle’s work has not gone unnoticed by leadership in her county or by peers across the state.
Montgomery County Executive Pete Vroman praised her impact:
“Nicole has elevated Montgomery County’s operations while making a lasting impact across the state. Her proactive approach allows us to serve our employees and residents with excellence and integrity.”
Sheriff Jeffery Smith echoed that sentiment, calling her “a shining example of civil service leadership” whose innovation and collaboration have improved operations far beyond her local jurisdiction.
But it wasn’t just her public officials who offered words of admiration. CJ Smith, Schoharie County, highlighted Nicole’s personal character:
“She is approachable, knowledgeable, and deeply committed to helping others succeed. Whether solving complex issues or offering encouragement, she consistently brings out the best in those around her.”
A particularly emotional moment came when Kerry read Nicole’s husband Bob, and sons Logan and Cole, heartfelt message.
“You have the utmost work ethic and integrity,” they wrote. “You’re always looking out for the best interest of others, whether they know it or not. The boys and I look up to you very much and are super proud.”
The tribute also honored Nicole’s late parents, with a poignant reflection on their continued influence. “While they aren’t here in a physical sense,” Kerry shared, “I have to believe they’re here in spirit. And I can only imagine how incredibly proud they are of the person Nicole has become.”
Attendees laughed, cheered, and wiped away tears as Yaggle was celebrated not just for her professional accomplishments, but for the heart, energy, and integrity she brings to every part of her life—from public service to family, from community leadership to her role in the Association.
In closing, Kerry reminded Nicole—and the room—of a truth too often unspoken:
“We see you. We see your effort, your heart, your excellence, and your impact. And tonight, we’re making sure you see it too.”
With the presentation of the award, certificate, and personal letters of tribute, Nicole Yaggle officially joined the ranks of distinguished civil service professionals whose legacy will long be remembered.
