Danielle Dowd, a lifelong resident of Oswego County whose professional path has been shaped by her deep-rooted commitment to community service and public engagement. Born and raised in Fulton, Danielle has called the City of Oswego home for the past 17 years. With a Bachelor of Science in Communications and more than two decades of professional experience in Oswego, she brings a wealth of knowledge, leadership, and heart to her current role.
Danielle joined the City of Oswego just over three years ago as Personnel Director. Though new to civil service at the time, she quickly embraced the complexities of the system, drawing from her extensive background in nonprofit leadership and public-facing roles—including more than ten years at the local Chamber of Commerce and time at the helm of the American Red Cross of Oswego County. Her initiative, adaptability, and eagerness to learn have made this role a perfect fit. “Working here has been the best decision I have ever made,” she shares.
In addition to her professional responsibilities, Danielle remains active in her community. She currently serves as Secretary on the Board of Directors for the Child Advocacy Center of Oswego County—a position she has held for seven years. Her dedication to civic engagement earned her recognition as one of the region’s “40 Under 40” and a proud spot as a 2010 graduate of Leadership Oswego County.
Danielle’s career has taught her the importance of patience, continual learning, and relationship-building. She values the layers of municipal law and the importance of handling every personnel situation with care and professionalism. Her advice to those just starting in civil service? “Take time to read about civil service law, never be afraid to ask for help, and attend trainings—they’re invaluable.”
Looking ahead, Danielle hopes to see continued improvements in the civil service system, particularly in areas like faster exam score processing and increased training to help personnel officers stay informed on legal updates and procedural changes.
Outside of the office, Danielle finds balance on the golf course as part of a ladies’ league, in the gym through weight training, and relaxing with her husband Jim—whom she married last October—at their camp on Lake Ontario. She’s also a proud mom to her 24-year-old daughter, Mackenzie.
Danielle’s blend of community spirit, strong work ethic, and genuine care for others makes her a valued asset to Oswego—and to the broader civil service network. We’re proud to spotlight her contributions and passion for public service.
