This week, we are proud to highlight Daniel Farberman, whose decades of experience and dedication have made a lasting impact on the field of human resources and civil service.
Daniel currently serves as the Human Resources Director/Personnel Officer for both Wyoming County and the Wyoming County Community Health System, a position he has held for the past seven years. Prior to this role, he held senior leadership positions in Western New York, including Senior Vice President of HR at Kaleida Health in Buffalo and Vice President of HR and Labor Relations at The Buffalo News. His career reflects a deep commitment to supporting organizations and employees through strong leadership and fair labor practices.
In addition to his county work, Daniel has dedicated the past nine years to serving as an arbitrator with the Federal Mediation and Conciliation Service (FMCS), handling cases across both the private and federal sectors. This role has allowed him to put his expertise in labor relations to work in helping others find equitable solutions.
One of Daniel’s most notable professional accomplishments came in 2025 when he negotiated his 130th Collective Bargaining Agreement as chief spokesman. With more than 44 years in the field, this milestone is a testament to his longevity, expertise, and steady leadership in labor relations.
When reflecting on the most valuable skills he has developed over his career, Daniel emphasizes the importance of listening carefully before making decisions or taking action. For those new to civil service, his advice is straightforward yet powerful: never stop learning, seek advice and assistance from co-workers, and develop a strong network.
If given the chance to make improvements to the civil service system, Daniel would continue advocating for modernization efforts within the New York State Civil Service System to better serve residents across the state.
Outside of work, Daniel enjoys traveling, golfing, and spending time with his grandchildren. These personal joys balance his professional life and keep him grounded.
