Member Spotlight: Steve Billings

For more than three decades, Steve Billings has dedicated his career to public service in Herkimer County. A lifelong resident of the county, Steve currently lives in Dolgeville, NY, with his wife, Amy, and their daughter, Ainsley. He holds a Bachelor’s Degree in Business Administration from SUNY Brockport and has built a career rooted in serving his community with fairness, creativity, and dedication.

Steve has been Herkimer County’s Personnel Officer since 2007, after previously serving as Director of Employment & Training. With over 30 years of service to the county, he has played a vital role in shaping and supporting its workforce. Over the years, Steve has also contributed his time and expertise to many local boards, including the Community Services Board, the Herkimer County IDA Board, and the Herkimer College Advisory Board. Today, he continues to be actively involved in his community as a member of the Ilion Elks.

When asked about his proudest moments, Steve reflects on his role during one of the most challenging times in recent history: “I am very proud to be one of the leaders guiding our workforce through the challenge of the COVID pandemic.” His leadership during this period highlighted the resilience and adaptability needed to uphold essential services in times of crisis.

Through his work, Steve has developed a key skill in balancing the needs of both job seekers and appointing authorities. “One of the most valuable skills in administering the merit system is the ability to be fair to candidates while also meeting the needs of departments. This requires creativity, fairness, and sensitivity,” he explains.

Steve’s advice to those new to civil service is simple yet powerful: “Always remember, in government we are here to serve the people. I think this sometimes gets lost and forgotten.”

Looking ahead, Steve hopes to see continued improvements in the civil service system to better meet the needs of appointing authorities. “I would like to see the system be more responsive by holding exams more often and reducing turnaround times for exam results,” he shares.

Outside of work, Steve enjoys golfing, spending time at the Saratoga Race Course, cheering on Syracuse Orange football and basketball, and vacationing with family and friends.
