With more than 25 years of experience in human resources, Linda Parke has built her career around supporting employees, navigating complex labor relations, and ensuring fair and effective workplace practices. Her passion lies in helping people thrive within their organizations while maintaining transparency and compliance in every aspect of personnel management. Outside of work, she treasures time with her family and stays engaged in her community.
Since 2022, Linda has served as the Personnel Officer for Tioga County. In this role, she oversees compliance with civil service regulations, employee relations, benefits, and organizational policy. Her mission is clear: to ensure that the county’s workforce feels supported while aligning practices with both legal standards and organizational values.
Linda’s dedication extends beyond her office. She is actively involved in several local and regional HR and civil service associations, where she collaborates with peers and pursues professional growth. At home, she also gives back to her community as a member of her town’s Zoning Board.
Her career is marked by both personal and professional achievements. Earning her SHRM-CP certification was a milestone she takes great pride in, and in her current role, she has streamlined onboarding and benefit processes in Tioga County—an improvement that boosted both efficiency and the overall employee experience.
Over the years, Linda has developed valuable skills in policy interpretation, conflict resolution, and labor negotiations. But more than anything, she credits clear communication and empathy as the qualities that have shaped her work and strengthened her relationships with employees and stakeholders alike.
For those new to civil service, Linda offers this advice: “Be patient and take the time to understand the structure and regulations that guide civil service. Build strong relationships, ask questions, and never stop learning.”
Looking ahead, Linda envisions a civil service system that evolves to meet today’s workforce needs. “I would advocate for modernizing certain aspects of civil service to make it more adaptable and responsive,” she shares.
When she steps away from work, Linda finds joy in her five grandchildren, as well as gardening, reading, and spending time with her beloved pets.
Through her experience, leadership, and passion for people, Linda Parke continues to make a lasting impact in Tioga County and beyond.
