Gladys (G.G.) Herndon-Hill is a lifelong Buffalonian whose dedication to public service, leadership, and community engagement has made a lasting impact both within and beyond city government.
Born and raised in Buffalo, G.G. credits her deep appreciation for community and family as the foundation of her professional journey. Married to a retired firefighter and proud mother to a 27-year-old commercial airline pilot, she values the relationships and connections that shape both her personal and professional life.
G.G. has devoted nearly three decades to public service within the City of Buffalo, beginning her career in 1996 as the Administrative Director of Civil Service. She later advanced to Director of Personnel, and for the past eleven years, has served as the Commissioner of Human Resources. In her current role, she oversees workforce development, employee relations, and organizational initiatives that strengthen the City’s mission to serve residents effectively and equitably.
Beyond her professional duties, G.G. is deeply engaged in her community. She has served as President of the Bethel Head Start Board of Directors, been an active Vestry member at St. Philip’s Episcopal Church, and is a proud recipient of the Buffalo Black Achievers Award. Additionally, she continues to support education and leadership development through her service on The Alumnae Board at The Buffalo Seminary.
Throughout her career, G.G. has built her success on a foundation of empathy, communication, and continuous learning. She believes active listening is the most valuable skill one can bring to any workplace—an approach that has guided her leadership and inspired those around her. Her advice to newcomers in civil service is simple yet powerful: take notes, read widely, and never hesitate to ask questions.
When asked what change she would most like to see within the civil service system, G.G. emphasized her commitment to lifelong learning. She advocates for ongoing professional development and training opportunities at least twice a year, believing that informed and empowered employees are essential to maintaining excellence in public service.
Outside of work, G.G. enjoys traveling, reading, and spending quality time with family and friends. Her passion for learning extends into her personal life as well, where she continually seeks out new experiences and perspectives.
