Member Spotlight: Christy Spadaro

With more than two decades of experience spanning both the private and public sectors, Christy Spadaro has built a career defined by leadership, integrity, and an unwavering commitment to supporting employees and strengthening organizational operations. Her broad professional background—rooted in employee relations, labor relations, equitable workplace practices, payroll, benefits, and policy development—has made her a trusted and steady presence in every role she has taken on.

Christy earned her Bachelor’s degree in Business, Management and Economics with a concentration in Human Resource Management, establishing the strong academic foundation that continues to guide her work today.

Since 2019, Christy has served as the Human Resources Administrator for the City of Saratoga Springs, where she leads the Office of Human Resources. In this position, she oversees all aspects of HR operations, including employee relations, contract and benefits administration, training, personnel management, and compliance with civil service regulations. She also plays a key role in developing and enforcing organizational policies that support fairness, consistency, and legal compliance.

Before joining the City, Christy spent 10 years at SUNY Polytechnic Institute as the Associate Vice President for Human Resources, managing administration, compliance, and oversight for all Research Foundation HR activities. Her career also includes additional public-sector HR experience with New York State, where she further honed her skills supporting workforce needs and navigating complex regulatory environments.

Christy is actively engaged in the broader HR community through her involvement with Society for Human Resource Management (SHRM), while currently working toward her SHRM-SCP certification. Her commitment to professional development reflects her belief in continual learning and staying current with evolving HR practices.

Working within a Commission form of Government, Christy has faced the unique challenge of navigating complex political environments while maintaining professionalism, confidentiality, tact, and diplomacy. Her accomplishments in the City of Saratoga Springs highlight her steady leadership:

-Strengthened relationships with all five appointing authorities and department management across key areas such as benefits, FMLA, recruitment, onboarding, staffing, labor relations, contract interpretation, and compliance.

-Streamlined the HR orientation program to create a more efficient and supportive onboarding experience.

-Developed and implemented multiple HR policies aimed at increasing consistency, clarity, and regulatory compliance.

These achievements reflect Christy’s proactive approach and her ability to build trust across all levels of government.

Among the many strengths she has developed throughout her career, Christy values two especially: Thinking outside the box to develop creative and effective solutions and remaining calm and confident in difficult situations, allowing her to lead with steadiness even in moments of pressure or uncertainty. These skills not only enhance her work but also uplift the teams and departments she supports.

Christy encourages new members of the civil service community to ask questions and make full use of available online resources. She highlights NYSAPCSO as a particularly strong support network for professionals in local government HR and civil service administration.

If Christy could implement improvements in the civil service system, she would focus on expanding Training & Experience or performance-based exams to broaden recruitment opportunities. Then improving turnaround times for civil service exam scores to help agencies hire more efficiently and reduce delays in filling critical positions.

Christy deeply values time spent with her family—her husband and two college-age daughters—as well as close friends. She enjoys the outdoors, especially gardening, boating, and golfing, which offer balance and renewal outside her busy professional life.
