Jennifer DeMonstoy is a dedicated civil service professional whose roots in county service run deep and whose commitment to growth, family, and public service truly stands out.
Jennifer is a lifelong Steuben County resident, and her connection to public service began at an early age. Her mother was a county employee, and as a child, Jennifer would accompany her to work when school was out. Those early experiences inside the County building helped shape her familiarity with and appreciation for public service—planting the seeds for the career she would one day build.
Jennifer has been with Steuben County since January 2007, and in 2017, she was appointed to her current role as Deputy Personnel Officer. With nearly two decades of experience, she brings both institutional knowledge and a thoughtful approach to her work.
One of Jennifer’s most meaningful achievements extends well beyond her job title. While working full time, she made the decision to return to school, all while raising three children and managing long periods when her husband was away for work—home only one week each month. Her ability to balance education, career, and family life is a powerful testament to her determination and resilience.
Through her professional journey, Jennifer says one of the most valuable skills she has developed is the ability to think outside the box—a trait that serves her well in the ever-changing and complex world of civil service.
Her advice for those who are new to their organization or to civil service is refreshingly honest and grounded:
“Be patient and understand that there is no simple answer.”
A reminder that learning the system takes time—and perseverance pays off.
When asked what change she would implement in the civil service system if given the chance, Jennifer thoughtfully reflected that she’s not quite sure—a reminder that sometimes the most valuable perspective is knowing when to listen, learn, and adapt.
Outside of work, Jennifer has found a creative outlet in crafting, where she specializes in making custom pens, pencils, cups, and mugs—a hands-on hobby that allows her to unwind and express her artistic side.
