Member Spotlight: Wendy Moser

Wendy Moser’s passion for working with people is at the heart of everything she does. While many struggle to define a single career path, Wendy has always seen opportunity in many directions. Yet, no matter the path, her purpose has remained constant: making a meaningful impact through connection, support, and service.

Wendy grew up in Fulton County and began her academic journey earning an Associate’s Degree in Business Administration from FMCC. After spending time in sales, she felt called to explore a different direction – one that aligned more closely with her love for the outdoors and personal growth. She returned to school and earned an Associate’s Degree in Forest Technology from SUNY ESF Ranger School, an experience that proved life-changing in more ways than one – it’s where she met her husband.

Together, they built a life that reflects their shared values, eventually settling in Lewis County, where they are raising their two children. As a family, they embrace the outdoors, often spending their time hunting, fishing, snowmobiling, and enjoying life alongside their two beagles.

Wendy has dedicated the past nine years to Lewis County, beginning her career in the Department of Social Services within the Employment & Training Unit. After more than six years in that role, she transitioned into her current position as a Human Resources Specialist, a role she has held for nearly three years.

Her work is both dynamic and impactful. Wendy partners closely with departments across the county to support recruitment, guide Civil Service processes, and assist with onboarding and training. In addition, she plays a leadership role by chairing both the wellness team and policy team, while also contributing to contract negotiations.

What she values most is the variety her role offers and the ability to continuously work with and support people – something that has always been central to her career aspirations.

Among her many accomplishments, Wendy is especially proud of leading the implementation of NeoGov as the county’s Human Resources Information System. This large-scale initiative required collaboration across all departments and extensive coordination with the vendor.

From system design and rollout to training and communication, Wendy played a key role in ensuring a smooth transition. The result has been a more efficient, accessible, and user-friendly HR system that better supports employees and departments alike. Lewis County’s success has even drawn attention from other counties seeking guidance on adapting NeoGov to meet Civil Service needs.

Through her work, Wendy has developed strong communication, collaboration, and relationship-building skills. Working across diverse departments has strengthened her ability to listen, adapt, and clearly explain complex HR and Civil Service processes.

She has also sharpened her critical thinking skills, particularly through projects that require analyzing challenges and developing practical, effective solutions. These experiences have helped her balance organizational goals with employee needs – an essential skill in public service.

For those new to civil service, Wendy emphasizes the importance of understanding processes and taking time to learn the unique needs of each department.

“Take the time upfront to really understand how things work and to see things from others’ perspectives,” she advises. “It makes a huge difference in building trust, improving communication, and creating meaningful change.”

If given the opportunity to make a lasting change, Wendy would focus on re-marketing civil service careers. She believes there is a significant gap between perception and reality.

“Civil service offers incredible variety, flexibility, and meaningful work,” she explains. “There’s truly something for everyone – but many people don’t realize it.”

She sees a major opportunity to better showcase the wide range of career paths available, especially as the system evolves with more Training & Experience-based testing. By doing so, she hopes to inspire the next generation to explore careers in public service.

Outside of her professional responsibilities, Wendy enjoys coaching her children’s T-ball and soccer teams – though she humorously admits that coaching your own kids can be a challenge best left to someone with a bit more patience.

Family remains her top priority, and she treasures time spent outdoors and with loved ones. Wendy also brings a strong sense of humor into all aspects of her life, believing that laughter is key to maintaining balance and positivity.
