Matthew Caldwell is a lifelong resident of Chenango County, with deep roots and a strong commitment to his community. He earned a Bachelor of Science in Human Resource Management and an MBA from Oswego State University, both of which have laid the foundation for his successful career. Matthew’s professional journey includes seven years in banking and three years in the printing industry, experiences that have contributed to his versatile skill set. In July 2012, he joined the Chenango County Personnel Department as a Personnel Technician Trainee, a role that marked the beginning of his career in public service. Today, he serves as the Personnel Officer, a position he has held since late August 2022, and as of January 2024, he also serves as the Administrator of the County Health Plan.
Outside of his primary roles, Matthew is passionate about contributing to his community. He served on the City of Norwich Common Council from January 2016 through July 2022, where he held key positions, including committee chair for the Public Safety/Public Works Committee and the Personnel/Finance Committee. His leadership was recognized when he was elected as Common Council President. His community involvement extends to the Norwich Business Improvement District Board of Directors, where he served for three years, including one year as Vice President. He also contributed two years of service on the Colorscape Chenango Board of Directors and served as Secretary of the Chenango Republican County Committee for three years. Matthew’s dedication to local politics includes roles as campaign treasurer for Assemblyman Cliff Crouch, and currently, he is the campaign treasurer for Assemblyman Joe Angelino and Sheriff Ernie Cutting.
Among his many achievements, Matthew is particularly proud of earning his MBA, a personal milestone that he once thought was out of reach. His extroverted nature has proven invaluable in his professional life, allowing him to connect with a diverse range of people and tackle a variety of challenges with enthusiasm. Matthew’s approach to problem-solving is driven by creativity and a willingness to explore new ideas, no matter how unconventional they may seem. He believes that the only true failure is failing to try.
For those new to their organization and civil service, Matthew offers this advice: “Run into the flames and embrace how unique and exciting it is! There’s always more to learn and more to do. We’re working hard to change the culture of our organization, and that means everyone has to participate in moving in a new direction. Civil service can be intimidating at first, but it can all make sense if you give it a chance, even when it doesn’t make sense.”
When he’s not working, Matthew enjoys a variety of hobbies and interests. He has a passion for very loud music, cycling, following the stock market, and meeting new people. He also manages social media accounts for several local organizations and dabbles in photography and videography. At home, he loves working on improvement projects and helping neighbors enhance their properties. Matthew and his wife, who were married in 2014, share their home with their beloved pets. They have a dog and two cats.
As for changes he would like to see in the civil service system, Matthew believes that education is key. He encourages both appointing authorities and job applicants to learn more about how civil service works and to embrace its possibilities instead of working against it. “When used appropriately, it actually does have a meaningful purpose,” he asserts.
