Jackie DeCicco’s professional journey is a testament to the power of seizing opportunities and the value of hands-on experience. Originally from Ohio, Jackie began her career with Discover Card while still attending Ohio State University. What started as a part-time job quickly became a lifelong career path that saw her relocating multiple times, ultimately leading her to New York, where she met her husband, had their 2 daughters, got a dog, and built her life and career.

Jackie’s tenure with Discover Card spanned over 17 years, a period in which she learned invaluable lessons that would shape her future roles. Despite not completing her college education, Jackie flourished in her career, attributing her success to the real-world experience and training she received on the job. “I learned through hands-on experience, which cannot be taught in a classroom,” she reflects. This practical knowledge has been instrumental in her current role as the Executive Secretary to the Civil Service Commission for the City of Kingston, a position she has held since 2010.

Jackie’s journey with the City of Kingston began in April 2006, when she joined as a part-time Clerk. Her dedication and expertise quickly propelled her to a full-time position as an Account Clerk, and within a few years, she was appointed as the Executive Secretary. In this role, Jackie has been a steadfast advocate for consistency and fairness, often standing up for those who may feel voiceless in challenging situations. “I like to be
their voice,” she says, emphasizing the importance of maintaining consistency in her job.

Beyond her official duties, Jackie is an active member of several professional organizations, including the New York State Association of Personnel and Civil Service Officers and the Ulster County Chamber of Commerce. She also served on the City of Kingston Board of Ethics from 2017 through 2020, further demonstrating her commitment to public service and ethical governance.

Jackie takes great pride in her ability to manage and lead effectively, a skill honed over years of working with various managers during her time at Discover Card. She believes in the importance of recognizing and rewarding hard work, a philosophy that has helped her build a strong, cohesive team in her current role. “Together, we make a great team,” she asserts, highlighting the collaborative spirit she fosters within her office.

For those new to civil service, Jackie offers sage advice: “Don’t answer questions too quickly. No two situations are the same in Civil Service.” She stresses the importance of research, consultation, and consistency in decision-making, urging new professionals to familiarize themselves with their agency’s rules and regulations. Her mantra is clear:
knowledge is your best defense.

Outside of work, Jackie is an avid traveler who delights in planning trips with family and friends. Her recent trip to Italy has only fueled her passion for exploring new destinations, and she eagerly anticipates her next adventure abroad.

When asked about potential changes to the civil service system, Jackie advocates for eliminating the “Rule of Three,” which she believes unfairly limits the pool of candidates considered for positions. She argues that anyone who qualifies to take and pass an examination should be considered for the role, with the final decision resting on their ability to prove their suitability to the hiring manager.
