The New York State Association of Personnel and Civil Service Officers proudly recognizes Daniel Farberman, Director of Human Resources for Wyoming County, on receiving the National Public Employer Labor Relations Association (NPELRA) 2026 Award of Excellence at this year’s national conference in Charlotte.
Presented annually to only one recipient nationwide, the NPELRA Award of Excellence is the organization’s premier recognition honoring an individual whose career has demonstrated exceptional leadership, professionalism, and long-standing success in the field of labor relations. The award reflects a lifetime commitment to advancing collaborative labor-management relationships, promoting effective public sector negotiations, and strengthening public service.
Throughout his distinguished career, Dan has earned the respect of colleagues across New York State and beyond through his steady leadership, thoughtful approach to negotiations, and dedication to public sector human resources and labor relations. His ability to foster professionalism and mutual respect at the bargaining table has made a lasting impact on the organizations and employees he has served.
Reflecting on the recognition, Farberman stated, “I am grateful to many of my colleagues, mentors and the bargainers who sat across the table from me, without whom, this would never have been possible.”
NYSAPCSO proudly celebrates Dan’s achievement and congratulates him on this well-deserved national honor. His recognition reflects not only individual excellence, but also the high caliber of public personnel and labor relations professionals serving communities throughout New York State.
