Member Spotlight: Kari Goodbread

For nearly two decades, Kari Goodbread has been a dedicated leader within Fulton County government, building a career grounded in service, adaptability, and a deep understanding of civil service administration. Beginning her journey with the Fulton County Personnel Department in 2006, Kari’s steady progression through multiple roles has prepared her well for her newest appointment as Director of Personnel, effective July 1, 2026.

Born and raised in Fulton County, Kari graduated from the Greater Johnstown School District in 2002. Before entering public service, she worked at the Holiday Inn while attending college for Hotel and Restaurant Management. That experience helped shape her strong customer-service mindset — a quality that continues to define her leadership style today.

Kari joined the Fulton County Personnel Department as an Account Clerk, where she handled new hire orientation and benefits processing. In 2007, she was promoted to Personnel Specialist, gaining valuable experience in civil service and examination administration. By 2012, she was appointed Deputy Director of Personnel, overseeing staff and supporting a wide range of functions including civil service administration, payroll processing, benefits administration, and time and attendance operations.

Reflecting on her career, Kari credits her success to the opportunity to learn every aspect of the department’s operations. She believes that understanding not only how processes work, but why they exist, is essential to seeing the “big picture” and delivering effective service to municipalities and employees alike.

One of the aspects of her work she values most is helping others. Kari enjoys collaborating with appointing authorities and municipal liaisons to identify workforce needs and provide guidance through the often-complex civil service system. Her goal is to foster strong partnerships built on communication, understanding, and shared success.

As someone who has witnessed significant changes in civil service over the years, Kari emphasizes the importance of adaptability. Her advice to those entering the profession is simple but impactful: embrace change. With evolving regulations, modernization efforts, and workforce challenges, she believes successful civil servants must remain flexible and willing to implement new approaches.

Outside of work, Kari enjoys spending time with her husband and 13-year-old daughter. Family activities often include games, puzzles, and enjoying the outdoors together. In quieter moments, she loves relaxing with a good book, a hot cup of coffee, and one of her three cats curled up nearby.

Looking ahead, Kari is optimistic about the future of civil service modernization. She hopes ongoing transformation efforts will continue to create meaningful efficiencies at the local level, especially as personnel offices face growing responsibilities with limited resources. She specifically highlighted the success of the HELP Program in assisting municipalities with recruitment challenges and filling vacancies more efficiently.

With her extensive experience, collaborative approach, and commitment to public service, Kari Goodbread is well-positioned to lead the Fulton County Personnel Department into its next chapter!
