For this edition of our Member Spotlight, we are pleased to introduce Madlyn “Maddy” Allen, Personnel Officer for Cortland County.

Driven by curiosity, compassion, and a passion for meaningful work, Maddy has built a career in human resources centered around serving others, strengthening organizations, and making a positive impact within her community.

Originally from rural Washington County, New York, Maddy developed an appreciation for learning and service that has continued to guide her throughout her career. She earned her Associate’s Degree in Business Administration from SUNY Adirondack before completing her Bachelor’s Degree in Human Resources Management with a minor in Economics at SUNY Oswego.

After beginning her professional career in 2018, Maddy discovered her passion for HR through roles spanning nonprofit organizations, higher education, state government, and municipal service. Each experience helped shape her belief that effective human resources is built on relationships, trust, and a genuine commitment to helping people succeed.

Maddy recently joined Cortland County as Personnel Officer after serving the City of Ithaca in several HR roles, including as its inaugural Equity Talent Acquisition Specialist. Throughout her career, she has focused on strengthening workplace culture, improving processes, and creating opportunities for employees and organizations to thrive.

Reflecting on her career path, Maddy credits the nonprofit sector with helping define her professional purpose.

“The majority of my career has been spent in the nonprofit sector, as I am drawn to building a career around mission and purpose.”

That same sense of purpose naturally led Maddy to local government, where she has found not only meaningful work, but also a community of colleagues she hopes will become lifelong friends.

One of the things Maddy values most about human resources is the variety each day brings. HR professionals often wear many hats — teachers, leaders, advisors, problem-solvers, and advocates — and it is the opportunity to support others while continuing to learn that keeps the profession rewarding.

Maddy’s commitment to growth is evident throughout her career. In 2024, she earned her Senior Professional in Human Resources (SPHR) certification through HRCI, and she is currently pursuing her MBA with a concentration in Human Resources Management, with plans to complete it by the end of 2027.

When asked what advice she would offer someone beginning a career in local government or civil service, Maddy emphasized the importance of humility, curiosity, and learning from those who came before.

“Listen more than you talk, learn the organization first, and ask questions to ensure you fully understand. Institutional knowledge is priceless.”

She also encourages new professionals to embrace every opportunity to grow.

“Leave your pride at the door and understand that you will learn something new each and every day.”

Recognizing the complexity of New York’s Civil Service System, Maddy believes patience, relationship-building, and a willingness to learn from experienced colleagues are essential parts of success.

Outside of work, Maddy enjoys cooking and baking for family and friends, reading, traveling, spending time outdoors, and cheering on her favorite teams — the Boston Red Sox and the University of Georgia Bulldogs. She has also recently discovered a passion for gardening and looks forward to preserving her homegrown vegetables through canning while creating her own spice blends.

Looking toward the future, Maddy is excited about the continued modernization of New York’s Civil Service System and hopes ongoing improvements will help meet today’s workforce needs while continuing to uphold the merit and fitness principles that have long served as the foundation of public employment.

Through her passion for service, commitment to continuous learning, and genuine desire to make a difference, Madlyn “Maddy” Allen represents the next generation of public sector human resources professionals.
